Canada Student Visa From USA ( Having Status on F1/F2)

Hi,
I am on F2 status in USA and I want to apply for Canada student Visa.Consultancy which making this process saying it is not possible to apply Canada student when we are on F2 status. Is that true? Is anyone got the student visa like this situation?.

Please help me on this. thanks in advance.

I live in Canada but unfortunately I don't know anything about student's visa, try to ask in visa center.
