Can I validate my working visa while already in Canada?

My name is Jon. I am currently in the process of applying for a temporary working visa in Canada, just waiting for the HRDC work authorisation letter from my workplace in Canada to get to me to England so I can continue the process and get my visa.

I was wondering if I could go to Canada on a visitors visa, stay there until my application is completed, and then when my visa comes through to my parents address in England, if I can have them send me the documents, and then goto an immigration office in Canada and have the papers validated so I can work?
