doubt abt getting canada visa

I am having ten yr tourist visa for USA, now im palnning to go to US n apply for canad visa from dere as my hubby is on work permit in canada.my visa already for canada has got rejected 4times.

I just want to know that if i plan to visit usa n apply for canad visa frm dere,will i get some success.

In fact, you need to apply only from your home country, not from the U.S. if you are just a tourist in the U.S.

Thanks a ton for responding but plz let me know wat will be d scenario if i apply for either student visa or else dependent visa as my husband is dere in canada or else in case of open work permit as he is there from last 3yrs and is on work permit.
Iam in quite stress because from last three years iam being trying for canada visa but iam unable on grounds dat they are unsure that iam going to return back to india.
