I applied for a Canadian Visitor Visa from Buffalo, NY in the summer of 2000 but the visa was rejected on medical grounds. In the summer of 1999 I contracted Hepatitis E (jaundice) while visiting Pakistan and I checked "yes" on the relevant question on the visa form. The visa officer instructed me to get a medical examination and then reapply for the visa after getting medical clearance.
At that time, I changed my plans of visiting Canada as I didn't have enough time to get medical clearance. Now, five years later, I need to apply for a Canadian study permit for a Ph.D. program from the Canadian Embassy in Islamabad, Pakistan. Should I check mark "yes" again on the communicable disease question or should I just assume that they do not have any record of the application I submitted in Buffalo, NY in 2000? They did place a "***" stamp in my passport, so chances are high that they indeed have a record. In that case, what's the best possible modus operandi for me?
Any advice would be greatly appreciated.
