Apply for AP while away from USA

Hi All,

I need your inputs on the following case:

My daughter is presently in India and her H4 is expiring in December. She is planning to come here for two weeks in October and go back again for another six months.

Can I go ahead and apply for her AP hoping that I would get it by the time she comes here in October? She then can travel back with that AP and use it when she is comes here sometime next year.
