can L2 work withour EAD ?

hi..was exploring the social security website which says L2 can work if he/she has evidence other than an EAD that proves the L-2’s lawful alien status (e.g., I-94) and a marriage document as evidence that he or she is the spouse of the principal L-1 alien.

need your help to understand this.

Please get EAD.

Different government departments have different opinion on this and they are conflicting with each other.
