No you cannot, you need your EAD card for social security and or drivers license

Hi,
For state ID all that you need is your SSN and your latest residential proof and your passport.
For SSN , you dont require either the state id or ead, all that you require is passport, marriage certificate as your dependent and I94 and SSN form.
