EAD & SSN for L2

Hi

I am planning to apply EAD to my wife who has a valid L2 Visa. She earlier traveled to US on the L2 and returned back to india due to some personal reasons.
Now that she is coming back, can anybody let me know if a EAD and or SSN can be applied on her name even before she comes back here.

She wanted to search & join a job asap. Please let me know of any information that would be grateful.

NO you cant apply for either of them as they both require latest I94, thus you can only apply once she is here in US.
