L2 EAD - Marriage Certificate in Native Language

I wanted to know if a Marriage Certificate in Hindi ( prepared in 2008) along with a English translation ( prepared in 2015) would be enough to show the relation between L1 and L2. OR do they perform the translation on their own. If yes, does it take longer than usual for the EAD to arrive.
Reason for asking is - We applied for L2 SSN in October and we havent received it and whenever we go to SSN office, they say the Marriage Certificate is in translation process from the past 3 months. So wanted to make sure we are on the right track.
