Grandmother Ill - Emergency AP How?

I went to the local USCIS office and pleaded for emergency AP, while my current application for adjustment and AP are pending. I provided dr notes but told me that grandmother doesn't fall into immediate family, and was denied. Is this purely discretionary? Does anyone know what else I can do to expedite my application? I have sent a letter to the USCIS to expedite but who knows if they will get it or do anything. I feel really helpless.
