I got one without both, only a driver authorisation card which cant be used for federal I.d but its still a license. They told me that once i have my EAD I can swap it out for a full license but i dont need a federal ID as i use my passport to fly. Good luck.

They don't have an online class in Vegas. I had to go to the dmv and take a theory test on a computer programme. Once that was done I was able to do the practical test. The examiner asked if i had a license in my home country. I confirmed that i had and had been driving for 15 years. My practical test lasted less than 10 minutes; a couple of left and right turns and a lane change and back to the dmv. All done. Apart from waiting for 5 hours to pay for my license and have a photograph taken. I received it in the post about a week later.

i think the answer here is, it depends on where you live.
Every state has its own rules. Which one do you live in?
