I am L1 A visa. My GC (EB1 category) is in Progress. I got GC EAD and AP on April 2018. I have valid L1A visa until July 2018 only. I have already completed 7 years period in USA. So I am not able to extend my visa. I am expecting my GC on April 2019. I am planning my marriage on Sep 2018. Since I dont have vlid L1A visa, how can i take my spouse to US?

This is the article i read recently related to EB1 GC.. "The EB-1 category remains current for applicants born in all countries, except for China and India which retrogressed 6 years, 2 months, and 2 weeks from a current priority date in the Visa Bulletin for the month of March. " --- Will it affect my spouse travel and visa?
If I am not able to take my spouse on my visa then Can i ask my spouse to try for F1 visa for MS degree in US?
