I'm an F1 student about to start OPT. My EAD was approved a month back, but it couldn't be delivered. I requested USCIS to resend the EAD, but things have been painfully slow. I have accepted a job offer and the company would like me to attend a 2 day meeting. This meeting is a semi annual affair attended by employees across the country. Can I attend such a meeting without having an EAD in hand and workout being on the payroll of the company? I am not expecting to be compensated for this attendance in the future as it will be before my official start date

I believe this is something that should be discussed between you and your employer. I'd say you could technically go without an EAD, but you can't be legally hired without one. In my case I received a card with my name misspelled (lucky, I know) so I had to return it. While waiting for the new card to arrive, I got a job offer, I talked to the company and they allowed me to come in with the information from the card I had returned, but I couldn't be on the payroll or anything until I got the new card.
It is very case by case, and it is ultimately up to the employer to decide if they are willing to wait out for your card to arrive.
