H1B Visa - Owning Rental Property considered working outside my Visa?

If I have a H1B visa and buy a property with 3 units and rent out two of them, would that be considered engaging in active employment with other employers?

The IRS treats the income as passive investment and it is not subject to self employment tax

12/10/17 - Walk in Biometrics
4/10/18 - EAD & AP Approved
4/18/18 - Interview ready to be scheduled
4/19/18 - Combo Card in hand
10/22/18 - Interview has been scheduled
11/26/18 - Interview Completed

No it is not considered employment.
