Does anyone know if USCIS is already requiring signature confirmation restricted delivery service in all cases for delivery of documents (green card, EAD/AP)? When announced last May, they mentioned they were going to phase it out and start with documents that need to be re-mailed because they have been returned as non-deliverable. However, there is no indication if they have already moved on to ALL documents.
I have received my AP and EAD approval notice and need to leave the country. I was planning to have a friend check my mail and send me the cards so I can re enter the country. However, I need to know if it's necessary to designate her as an agent to sign upon delivery.
