Interim EAD in New Jersey

Hello-

Does anyone know if NJ state still issue interim EADs after 90 days of applying?My friend in Boston applied for EAD for the first time .Since it was more than 90 days after she applied she went to the Boston application support center seeking an interim.But the officials said that they have stopped issuing interims since Sept 2006.Does it hold for all the applicants who come under Vermont Support Center?Or is different for all the states?Please confirm.
