AP and Transit visa at Frankfurt, Germany

If you travel on advance parole and have visa expired, does anybody know if a transit visa is required for Frankfurt Germany.

German Consulate NY says it is not required, but German Consulate in Chicago says it is required.

Did anybody recently travel to India via Frankfurt with just Advance parole and did they require a transit visa ?
