I am currently in conversation with an individual with his EAD card and Green Card coming in June. He states he is available for a Permanent hire position without any legal road blocks. How as a potential employer can I prove that ? Is there information available to me ?

If he has a valid unexpired EAD, you can legally hire him.
He might be changing job under AC21 provision if his I-485 (Adjustment of Status) application is already pending for more than 180 days. He may demand an employment letter that essentially proves that his job is in the same area and in the same region. As long as you can support him for that, he can get his greencard.
