H4 vs Advance Parole

Sir,

I have simple query , please can you answer me :

A Women traveling abroad USA and returning back to USA , using her Parole Papers Her Husband (Spouse) is holding Valid H4 Dependent Visa,
can he travel abroad along with his wife and enter USA , by using his H4 Dependent Visa?

If the primary applicant does not have valid H1 and entering using parole papers, the dependent no longer has H4. He needs parole as well.
