Advance Parole question

Hi,

My wife is traveling to India on 10th Jan 2009. Can I apply AP for her 2nd Jan 2009.

Question:
1) If she leaves the country after applying the AP, will the AP application processed?
2) Can she apply for AP while she is in India.

AP has to be approved before one leaves the country in order to not abandon the 485.
