Applying for AP without definite plans to travel

Hello,

We're trying to get the papers in order to apply for AOS for my husband and we want to apply for the EAD and AP at the same time. However, we don't have any scheduled plans for my husband to leave the country. Can we apply for AP just so that he can travel if he wants, or do we have to wait and apply when he has definite plans, meaning that we will have to pay an additional fee for the AP? If the former, how do we answer part 3 on the form?
