After you have submitted your applicaiton and have recieved the notice letter, call USCIS number from the website and ask for service request. You need to provide a valid reason when asked by the rep over the phone.

Do not know what the criteria is.. its not clear cut, my experience and few of my friends has always been, ok we will try but they do not do anyhting.

Thats why in most cases I suggest to people to apply for AP as soon as they are eligible and not wait till you need to travel, some people procastinate hoping to save some $$.

In your case try you luck and post your experience, maybe your case qualifies as a valid case for them to expedite.
