Can we travel on Green card based ( PENDING I 485) EAD/AP to India in November under Presidential proclamation act ?

Technically, the India ban only applies to entry to the US as nonimmigrants, and if you are entering on AP, you are arguably not entering as a nonimmigrant. (You need a nonimmigrant visa to enter as a nonimmigrant.) So I think you should be allowed in.
