Work Eligibility/No EAD Approval

I’m looking for information on how to determine if someone is eligible for employment who has not received status of her 797C Notice of Action, could you please assist me with this?

We have someone we want to hire and the paper she has brought in is an “I-797C, Notice of Action”. She says she has not heard the status of this appointment time so we are unsure as to whether she is eligible to work or not and what type of documentation can be used at this point for the “I-9 form”.

What is the notice of action for? In other words, what visa or status has she applied for?
