Can I apply for EAD by my own while on H1B

My priority date is May 2010. I know GC is a long process. Can I apply EAD to work for other than my current employer or use EAD to open a small scale business?

Any suggestions would be helpful

You should consult an attorney for this. IMO if you use EAD, you lose your H1 status.
