Employment for High School student on an F1 VISA

We have two international students starting their 2nd year of high school. Both are here on F1 VISAs.

Question: can high school students on F1 VISAs work part time (< 20 hrs / week)?

If yes, then are they required to get a Employment Authorization Document (EAD) to work?
