claim/sue H1 processing fee(Most needful help for newcomers US)

Hi,

May be this one you have answered/need focus.

Most of the employers are charging H1 processing fees and returning the deposit promised after having sufficient service from them(sometimes not).

But some employers are charging very high(unusual amounts) and not interested in returning that money.

In this case can we claim/sue or complaint against the employer for charging H1 processing.

Is it legal to charge for H1 process? If not to sue/complain what is the authority to contact.
