can we apply Green card on H4?

Hello,

I am on H1 visa, and my employer has not filed GC for me.
my wife is on H4 and already completed her PhD from India along with publishing papers in international journals.

I want to know being on H4, is it possible to file GC for her?

please suggest me. Also if possible, please let know how do I proceed with it?
