US trained foreign born Physical Therapy

Hello everyone,

I want to clarify if Foreign born BUT US trained physical therapist(doctoral degree level) falls under Schedule A Occupation and can apply directly for eb2/eb3 without getting labor approval given a fact that she/he has sponsor-employer.
