Hi All, Why EB2 India in 2016 got only 3930 green card numbers?

Can any one explain the reason? Even though the spill over from EB1 has vanished we had a chance of getting unused GC numbers from EB2 ROW(unussed EB2 GC numbers from other countries) because all other EB2 countries the PD is current except India and China. Is it the wrong calculation by USCIS?

The number per country has a limit. While the total is about 30 thousands, only less than 3 thousand or so can be used for a single country plus some additional numbers (there is a long explanation in USCIS website for this). Since some countries overabuse the visas - like India, they have a huge backlog...before this backlog was only affecting EB2 and EB3 but now it will start to affect EB1 since a lot of people are filling under EB1C even when they do not fully meet the request. So, India will soon have couple years wait for EB1 as well.

All other countries use the visas in a more balanced way so even for EB3 you can see Current...they do not export the same amount of workers as India and China.

You can easily see the same happening in Family Based. There is a much longer wait for Mexico and Philippines. Again, the reason is that those 2 countries have much higher family based immigration.

The whole idea on visa caps/limits is to ensure America continues to be diverse. That is why small countries still have visas on the diversity lottery...America does not want to open an Indian, Mexican or Chinese branch...that is why there are limits! If they just make all visas available to those 4 countries countries, sooner or later, people will try to put their culture over the American one...I see a lot of immigrants that do not stick to US values, that do not learn English, that do not eat the food, that do not participate in the community, that want to force Public Schools to stop the pledge, that want medical interpreters everywhere...limits are for the greater good and to keep America as it is! After all, if those countries were SO great, the immigration would be very low...and we, the people, are the ones making our countries better or worst. Clearly my people failed in trying to make my (very rich) country so bad that the talents immigrate to US or Europe. I don`t want all my people moving here because they will make the same mess they did in my country...and when I see areas with large concentration of illegal immigrants from my country, I see all the problems we have: insecurity, traffic, women abuse, bad workers, people not following laws...frustrated in seeing people transforming good areas into bad ones.
