Got GC in EB1, my child I-824 staus updated to US Cons in India, next procedure?

I am a LPR got green card in EB1 category, in February I applied I-824 Follow to Join for my minor child, last week USCIS updated the status. USCIS notified the appropriate US consulate in India about the approval of my case. My child is in India, going to proceed with consular processing. We did not receive any information from the US consulate in Indian about the next procedure for the consular processing. Do we have to wait for the notification from US consulate in India to apply for consular processing? What is the next procedure?

When I applied I-824, EB1 was current, now FINAL ACTION DATES FOR EB1 is retrograded to 01 JAN 2012, and DATES FOR FILING OF EB1 is current. Will these dates effect my child's consular processing?
