EB2 ROW Retrogression

New to this so apologies if this is green card 101 - my interview is coming up in mid Sep and I saw that there is a cut off date for EB2 ROW? Does that mean even if they approve me on the spot they can?t actually give me the green card just yet? And do I get it immediately once it?s reset in Oct @ new fiscal or goes back to current?

btw my timeline below - i'm a EB2 ROW in NYC

5/18/18 I485 & I140 concurrent + premium processing
6/15/18 Biometrics done
6/21/18 Transfer to NBC (twice for some reason)
8/17/18 Interview notice
9/13/18 Interview scheduled

Where did you see that there is cut off date for EB2 ROW? Did you see any official website or just some comments from someone?

Bummer, there is a retrogression and I don't know what is the reason behind for five years retrogression. See this link:
