Can someone be changes to EB2 from EB3

Hi,

I have heard from some one that, a person's GC application which was filed as EB3, can be changed to EB2 in between also. Is this true. Is this possible. If so who is eligible to change so. Is it that only people who have done thier masters in US can apply as EB2 or even those who have done thier masters in India also can apply as EB2. Please let me know.
