Employer Verification - Problem

Hi,
I am writing to know if I or one has any legal recourse or some grievance addressal when a former employer refuses to provide employment verification for GC processing based on the fact that I left his company to join another.
FYI: The name of the firm is Markston International LLC, a pretty large sized firm based in White Plains, NY

Any thoughts are appreciated,
