I am trying to help an 81 year old retired attorney from Mexico renew his Texas Drivers License that now requires approval to stay in the country. He has had a Texas drivers licence since 1982. He has always renewed his license every 6 years or so. Because of Texas DPS Administrative Rule 37 T.A.C. 15.171 adopted in 2008, he has to verify lawful status in the US for a period of more than 6 months as a condition of license renewal. Also a person with a B-1 or B-2 visa is not eligible for a Texas Drivers License.
He and his wife bought a second home in Austin, Texas in 1982. He owns 2 cars at this home. He has large deposits in Austin banks. He is a Mexican citizen but lives at his Austin home for 2-3 months twice a year. He has been issued a 6 month B-2 Visa for each of his visits. He has no relatives in the US.
Someone mentioned the possibility of a Green Card based on Investor status.
