As per the https://travel.state.gov/content/tra...uary-2019.html visa bulletin the DATES FOR FILING OF EMPLOYMENT-BASED VISA APPLICATIONS says that EB3 category for India is at 01APR10. My priority date for my EB2 filing is August 2009. Can this be used to move my green card application forward in anyway?

If you applied for EB2 the only PD that will affect you is EB2.
It could also mean that things are moving, but keep in mind that so far April bulletin still looks the same for EB2EB2 - National Benefits Center (I-485/I-765/I-131)

I don't know what needs to be done to downgrade to EB3. I don't know if this movement will stay or just stop, then move again in October with new fiscal year.Nov 2018 - Package sent - EB - Texas Service Center

For that you would need your employer to apply for a new I-140. But this new I-140 will not be allowed under premium processing.
