EB1C - Product manager

All,
my company had applied for an L1A blanket for me as I used to be a product manager in India but the consular office stamped it as an L1B.
My company wants to start the GC process for me now. Which option is the best?
1. Apply in EB1C - I indirectly manage product managers and I'm responsible for a key product. What's the chance of the EB1C getting approved from an L1B?
2. Apply for EB2/3 from L1B - can I start the application and meanwhile change status from L1B to L1A?

How long will it take for the change of status?
Can I change from EB2/3 to EB1C once I get a change of status to L1A?

Your current visa status has no bearing on your GC petition. So whether you are on L1B or L1A does not influence the outcome of your EB1C petition.
