I485 approval but no udpates so far on CPO

My I485 got approved (NSC) on July 2nd 2010, since then the status for my case is showing "Decision".
I got a soft LUD on 5th July but no change in status or contents for my case. I (& my attorney) got the Welcome notice in mail on 9th July, no CPO yet.

I am wondering
1) If i have to wait to complete "Post decision activity OR Document production or Oath Ceremony" before getting my card?
2) Is CPO update/status is required to get the card?

Below is that my welcome notice says.
We will soon mail you a new Permanent Resident card. You should recieve it within in 3 weeks.
