EB1 Category Eligibility

I've approved PERM-I140 application in EB2 with a priority date in 2019. I'm currently looking to change to EB1 category.
Little background- Was technical Manager for 1 yr in India with 9 yrs specialized skill experience with Company-A. Came to the US in 2011 on L1B and spent 3 yrs on L1B. Applied H1B via Company- B and got approval , changed employer and worked with Company-B and then moved to Company-C that later filed my I140. Now I'm changing employer and moving to Company-D and would like to change to EB1.
I was told that EB1 is not applicable as I should have 1 yr experience as manager AND my I140/PERM MUST be filed by Company-A FOR EB1 only. Is it true? I checked cateogory eligibility and quite don't understand..

For EB1C category, you should have worked for the same company or subsidiary, outside USA, for 1 year within last 3 years.

Since you did not worked for CompanyD outside USA - that company cannot file for your EB1C. Neither CompanyA since you left that company 3 years ago.
