H1B Transfer & GC when reaching 5 years

I have completed 4 years 8 months on H1B with employer “A” (Company “A” wont sponsor GC) and I am planning to Transfer my H1B to employer “B” and go for GC.

1.Do I have enough time to transfer my H1B to any other employer?
2.One of the consultant told that I must have 18 months time to transfer my H1, if I am close to 6 years period. Is this true?
3.Is USCIS denies H1 transfer, if employee doesn’t have 18months time (I have 16 months left for 6 years).
