Can employer sponsor for EB1C for the employee working from India without having any valid H1 or L1 visas?

If allowed, any pointers or reference / article from legal team or website on this?

Can employer sponsor for EB1C for the employee working from India without having any valid H1 or L1 visas?
Answer: Yes. Employer can sponsor GC under EB1C category, when beneficiary is out side of the USA.
