Japanese citizenship - GC category - India or Japan(all other Countries)

I have Japanese citizenship and come to the US for work next year. When I apply for GC and US citizenship, which country will be considered - my Japanese passport(Japan) or place of birth (India)? Which category I should apply under India EB2 or All Other countries EB2 category?

For country of chargeability: India (unless your spouse is chargeable to a more favorable country, or your parents were not residing in India at the time of your birth)
