Greencard Application while on OPT

Currently I am on OPT STEM Extn which will expire in December 2013. I have few questions regarding the Green Card (GC) application process.

1. Am I eligible for GC now as I am on OPT (still on F1-Visa) ?

2. Do I need to wait till I get H1 done which is October 2013.
