Passport Status

Our immigration call was on 18th September and they said we have got the visa and we would be receiving our passports within 3 days. Its been 15 days and we still haven't received our passport. Checked with VFS but they are saying its still with the consulate.

Normally within what time we would be getting our passports any clue?
