Can US citizen residing in Other country file Green Card for the sibllings

Hi,

My sister is US Citizen and she is staying in India. Can she sponsor my(brother) & my sister's Green Card. If so what is the procedure and how much time it takes to do so.

Yes, as long as she plans to move back to the U.S. just before you get the green card.
