I-131 Fee - is it waived when filed as reentry type "a" concurrent with I-485?

In various forums I've read that the fee for form I-131 is waived whenever the I-131 is filed concurrently with the I-485 but I do not read it that way on the I-131 instructions. They seem to indicate that this waiver is only granted when the applicant is filing for Advance Parole or Refugee - i.e. Not waived when filed for reentry.

"Note: If you filed form I-485 on or after July 30, 2007, and you paid the I-485 application fee required, then no fee is required to file a request for Advance Parole or for a Refugee Travel Document on Form I-131."

Can anyone state conclusively whether or not the I-131 fee is waived when filed concurrently with I-485 under Application Type "A"?
