Eligiblity for F2B

My mother who is a green card holder wants to file I-130 for my sister who is over 21 years old and is divorced. Would my sister be eligible under F2B category?

Yes, you mother can file I-130 for your sister, but if your sister gets married again before you mother becomes US Citizen, the petition will no longer be valid.
