Marriage Cert.from India/Punjab

We were married in 1967 in Ludhiana,Punjab.
It is clear that two affidavits are to be prepared.
Is it necessary to obtain Non-Availability cert. from Municipal Corp. or any other Govt.Agency?

We will be travelling to USA in May for our son to file the papers for Green Card.
Can he apply soon after arrival there?
There was advise from some one that DO NOT APPLY IMMEDIATELY AFTER ARRIVAL.
Is there any substance in the above advise?
If yes,after stay of how many weeks,we should initiate the process.

No you don't need non availability certificate for marriage registration.
Marriage Registrar/Tehsildaar would not issue you non availability certificate.

Why there is a sample form for non-availability in the pages related to Marriage cert?
It is causing confusion & hence my quarry.

May be this is a new form.
In my parents case, sworn Affidavit of Date of Place and Marriage from two person were provided. NVC or USCIS did not ask for any other document related to marriage certificate.

did you file GC for your parents without non-availability of marriage certificate?
