Applying Permanent GC from conditional GC marriage base

My brother applying his permanent GC before 90 days 6th march. His applied through attorney. It is normal case but he don't know the process that's why he applied through attorney. They says send my brother file on 6th March 2013 before 90 days. today is almost 19 days but embassy didn't deposit check yet or my brother don't receive notice yet. we try to talked atorney office but they says we have to wait. I just try to called atorney other office and they says they don't have any record on this file name. I don't know what's going on ??? it's make frustable feelings. please any idea or help ...
