As per the current state dept visa bulletin , the cut off date for your category is april 96 which means the visa should be available for you.

If you under F2B category then the priority for October 2005 is April 1996 which means that you are already current if your priority date is Dec 1993. You should be in the US for already a year. Did you receive any form from NVC like DS 3032?
